The present invention relates to a composition for regulating skin pigmentation, containing vascular endothelial cell or a cultured product thereof as an active ingredient. The present invention further relates to a method for screening a skin whitening agent. More specifically, provided is a composition for preventing skin pigmentation, containing vascular endothelial cell or a cultured product thereof as an active ingredient. Also, provided is a composition for inducing skin pigmentation, containing UV-irradiated vascular endothelial cell or a cultured product thereof as an active ingredient.
