The present invention relates to a structure for an internally-confined hollow reinforced concrete column-foundation connection reinforced with a tube or the like and a constructing method thereof. The structure for an externally-reinforced and internally-confined hollow reinforced concrete column-foundation connection comprises an internally-confined hollow reinforced concrete column wherein a hollow space is formed in a concrete body in which an axial main reinforcing bar and a lateral reinforcing bar are arranged along a center axis, and an internal steel pipe is joined to an inner surface of the concrete body to confine the concrete body. The axial main reinforcing bar of the concrete body is extended to a foundation unit and bound to a bearing reinforcing bar of the foundation unit. An outer tube is made of an FRP sheet or a steel plate, is installed on a connection portion between the foundation unit and the internally-confined hollow reinforced concrete column, and encloses an outer circumferential surface of the connection portion of the internally-confined hollow reinforced concrete column to have a hybrid cross section which can prevent separation of cladding of concrete on the outermost side of the column to sufficiently coat the reinforcing bar with concrete to have structurally excellent performance to produce sufficient plastic displacement on a plastic hinge unit of a bridge post by sufficient ductile behavior to improve seismic performance. Only structurally weak portions can be selectively reinforced to provide economic efficiency and allow an effective cross section design.
