The present invention relates to a method and an apparatus for collecting carbon dioxide. The present invention further relates to a method and an apparatus for producing electricity by harnessing the collected carbon dioxide. More specifically, the apparatus for collecting carbon dioxide comprises: a carbon dioxide supplying path (2); an absorbent supplying path (30); an absorption tower (1) producing absorption liquid by contacting and absorbing the supplied carbon dioxide with the absorbent; an ion generation device (7) generating electricity after receiving the absorption liquid; and a regeneration tower (20) separating carbon dioxide, water vapor, and regenerated absorption liquid after receiving the absorption liquid.
