The present invention provides a light control device based on voice, which can use a mobile terminal of a user, on which a program or an application can be installed, as an input means for light control, and can enable the user to turn on or off a light through the users voice, and to adjust dimming of the light, and a light control system and method using the same. According to the present invention, the light control device based on voice comprises: a wireless communication unit performing wireless communications with a smartphone; a microphone receiving a voice command of the user; a memory storing the voice command input from the application installed on the smartphone; a sub-control unit connected to the light to control the light to be turned on or off and to control dimming of the light; and a control unit comparing the voice command input from the microphone with the voice command stored in the memory, and directing the sub-control unit to control the light to be turned on or off or adjust dimming of the light when the voice command input from the microphone corresponds to the voice command stored in the memory.
