The present invention relates to a sodium polyphosphate loaded catalyst having improved activity, and to a preparation method of methyl ethyl ketone and 1,3-butadiene from 2,3-butanediol using the same. More particularly, the sodium polyphosphate is prepared by loading a compound having a polyphosphate structure into a catalyst support, wherein the compound is prepared by a condensation reaction of a sodium phosphate precursor. The preparation method prepares methyl ethyl ketone and 1,3-butadiene from 2,3-butanediol with high yield, and increases selectivity of 1,3-butadiene.
