The present invention relates to a foam composition having high mechanical properties, low compression set, and adhesion strength in a primerless state and a method of producing the same. More specifically, the present invention relates to a foam composition having high mechanical properties, low compression set, and adhesion strength in primerless state and a method of producing the same, the method comprising the steps of: producing grafted ethylene-propylene rubber having a high graft ratio by means of an unsaturated carboxylic acid, a peroxide, and an antioxidant having high reaction stability compared to unsaturated acid anhydride to synthetic rubber; producing a substrate by adding ethylene-vinyl acetate resin to the rubber; and producing a foaming agent by adding additives such as metal oxides, a cross-linking agent, a foaming agent, and thus, the foam composition has high mechanical properties, low compression set and high adhesion strength without primer and an uv (ultra violet) treatment compared to a conventional ethylene-vinyl acetate foaming agent.
