The present invention relates to a toilet paper cover for a public restroom having a moving public advertisement function. The present invention obtains a toilet paper saving effect and a toilet paper saving public advertisement effect as a connected advertisement unit is rotated while the toilet paper and a core of a toilet paper holder move together when a person pulls an end of the toilet paper to use the toilet paper and consequently an inserted picture or a sentence of a public advertisement is displayed on the advertisement unit arranged on the outside. The toilet paper cover for a public restroom has the core of the toilet paper holder which is inserted in a body of the toilet paper cover. A plate using a spring is inserted in the core of the toilet paper holder to be fitted to a hole of a core of a common toilet paper roll. Therefore, the toilet paper cover for a public restroom having a moving public advertisement function is formed to have a structure which enables the core of the toilet paper to be tightly fitted to the core of the toilet paper holder. The core of the toilet paper holder is formed to be connected to the advertisement unit on the outside of the cover body. Therefore, the core of the toilet paper holder is inserted in the body of the toilet paper cover. The plate using the spring is inserted in the core of the toilet paper holder to be fitted to the hole of the core of a common toilet paper roll. Accordingly, the toilet paper cover for a public restroom having a moving public advertisement function is formed to have a structure which enables the core of the toilet paper to be tightly fitted to the core of the toilet paper holder. The core of the toilet paper holder is formed to be connected to the advertisement unit on the outside of the cover body. Therefore, when a person pulls the end of the toilet paper, the toilet paper and the core of the toilet paper holder move together and the connected advertisement unit is rotated and the picture or the sentence of the public advertisement is displayed on the advertisement unit on the outside.
