The present invention relates to a pharmaceutical anti-cancer composite comprising: a mixture in which 10-70 parts by weight of Doxorubicin and 10-70 parts by weight of Irinotecan are added in 100 parts by weight of polyethylene glycol-block-poly aspartic acid copolymer; and biodegradable lipid which coats the mixture, and a manufacturing method thereof. It is determined that the pharmaceutical composite can effectively suppress Topoisomerase-1 and Topoisomerase-2 by having ph-dependent release and sustained release characteristics and effectively maximize efficiency of anti-cancer drugs in the treatment of a cancer cell having drug resistance.;COPYRIGHT KIPO 2016
