The present invention relates to a milk binder for soil cement wall (SCW) method, and to SCW method using the same. More particularly, the present invention relates to a milk injection composition for SCW method, which exhibits performance equal to or greater than the performance of type I common cement while minimizing the amount of type I common cement and bentonite used; and to SCW method using the same. The type I common cement is most widely used as a milk injection material for SCW method. The milk injection material comprises, based on 100 parts by weight of highly alkaline fly ash including 20-60 wt% of calcium oxide: 20-100 parts by weight of lowly alkaline fly ash including 0.5-10 wt% of calcium oxide; 50-400 parts by weight of blast furnace fine powder including 35-60 wt% of calcium oxide; 50-150 parts by weight of petro cokes desulfurization gypsum powder including 50-75 wt% of calcium oxide and 15-40 wt% of sulfate oxide; and 100-1,000 parts by weight of mixed water. The lowly alkaline fly ash, blast furnace fine powder, petro cokes desulfurization gypsum powder, and mixed water all have specific surface area of 2,500-6,000 cm^2/g.;COPYRIGHT KIPO 2016
