The present invention relates to a self-diagnostic system and a self-diagnostic method for a building energy efficiency, to calculate an energy consumption per m^2 of a building through important input factors affecting diagnosis of a building energy efficiency based on an international standard organization (ISO) 13790 technique, so as to perform self-diagnostic for an energy efficiency of a building, and thereby enable a non-expert to easily perform diagnosis for the energy efficiency of a building. To this end, a self-diagnostic system for a building energy efficiency to diagnosis and evaluate an energy efficiency of a building by using a web service provided through the Internet comprises: a user terminal to input factors affecting a building energy efficiency diagnosis; a cloud storage classifying various kinds of factors inputted through the user terminal to temporarily store the classified factors; an energy efficiency calculation unit receiving the factors stored in the cloud storage to calculate an energy consumption per m^2 of a building based on an ISO 13790 technique and outputting an energy efficiency of a corresponding building; an energy efficiency level calculation unit to calculate an energy efficiency level of the corresponding building through a calculation value of the energy efficiency of the corresponding building calculated and outputted by the energy efficiency calculation unit; a database to store the cloud storage, and data by the energy efficiency calculation unit and the energy efficiency level calculation unit; and a web server sequentially providing web pages requesting input of the factors, and issuing a diagnostic report for the energy efficiency level of the corresponding building calculated by the energy efficiency level calculation unit.;COPYRIGHT KIPO 2016
