The present invention relates to a permanent wave agent and to a method for forming permanent waves using the permanent wave agent, and more specifically, to a permanent wave agent for preventing hair damages due to oxidation comprising a permanent first agent that is a reducing agent, a permanent second agent that is an oxidizer, and a permanent third agent containing catalase as a main component; and to a method for forming permanent waves using the permanent wave agent. The permanent wave agent according to the present invention is capable of preventing hair damages caused by the sustainment of an oxidation state of hair due to oxidizers including hydrogen peroxide and others essentially used in processes of permanent and dyeing remaining on the hair. Further, the present invention has effects: that the method for forming permanent waves according to the present invention increases tensile strength of the hair more than a case that the permanent third agent is not treated when carrying out the formation of permanent waves, by comprising a step of coating the permanent third agent containing catalase as a main component in addition to the permanent first and second agents; and that the permanent wave agent according to the present invention enables the permanent waves to be effectively formed without hair damages by maintaining the shape of hair waves formed by permanent well.;COPYRIGHT KIPO 2016
