The present invention relates to a closed type cross flow cooling tower having a plume reducing function and an outdoor air cooling system using the same and, more specifically, to a closed type cross flow cooling tower having a plume reducing function and an outdoor air cooling system using the same, which efficiently perform wet cooling, plume reducing wet and dry cooling, wet and dry cooling, and dry cooling operations, and improves plume reduction efficiency.
