Provided in the present invention is a particle separating apparatus as a cell isolating apparatus, comprising a housing, a first electrode substrate extended from the inside of the housing, and a second electrode substrate extended from the inside of the housing, and arranged in parallel to the first electrode substrate to be separated with a certain gap, wherein electrodes are formed on each of the first electrode substrate and second electrode substrate, and multiple electrode arrays extended from each electrode to be tilted are formed. And, disclosed is a particle separating method using the same.
