According to the present invention, a manufacturing method of an environment-friendly plant growth retardant using trees damaged by diseases and pests comprises the steps of: chipping trees damaged by diseases and pests into lengths less than or equal to 10 cm using an industrial chipper; torrefying chipped materials obtained from the chipping step through thermal processing at treatment temperature between 200 to 300°C for a fixed amount of time; pulverizing the material obtained from the torrefying step into wood flour; manufacturing a mixture solution by mixing the wood flour obtained from the pulverizing step with distilled water; hot-water double boiling the manufactured mixture solution in a thermostatic water bath; and injecting the hot-water double boiled mixture solution in the thermostatic water bath into a filtration-extraction equipment and separating filtration-extraction solution in a liquid form from filtration residues in a solid form which remains in the filtration-extraction equipment.;COPYRIGHT KIPO 2016
