The present invention relates to a device to manage a roundabout considering saturation by approach lane, capable of making smooth the traffic flow of a roundabout by controlling vehicles of entry and exit, considering the saturation of the roundabout by approach lane and a method thereof. The device includes: a waiting line detector installed in each approach lane of a roundabout; a traffic light installed in each approach lane of the roundabout; and a management device controlling the traffic light to relieve a traffic congestion through the waiting line detector when the traffic congestion occurs in an approach lane so vehicles have difficulty in entering the roundabout. Therefore, when traffic increases in the roundabout and the approach lane, a signal control target approach lane is selected and signal control is performed in real time to make the traffic flow smooth, and therefore, the efficiency of the traffic flow in the roundabout is significantly improved despite the increase in traffic in the roundabout.
