Disclosed is a method for the seismic reinforcement and remodeling of a building. A front surface of a pillar of a remodeling target building, an outer front surface of a crossing part between the pillar and an upper beam, and an outer front surface of a crossing part between the pillar and a lower beam are made rough. A fixing member is installed on an outer front surface of a crossing part between the front surface of the pillar and the upper beam of the pillar and an outer front surface of a crossing part between the pillar and the lower beam. In order to install a front end wall on the front surface of the pillar, a rebar is assembled with the fixing member, a cast is installed, and concrete is placed and cured. Moreover, the present invention is able to be formed by building the seismic reinforcement front end wall by using a PC panel in order to reduce a construction period and secure the quality of the front end wall. According to the present invention, through the simple and quick construction, excellent transverse support reinforcement (seismic reinforcement) can be provided and a transverse support force of an existing old rebar concrete and steel frame structure can be increased.
