The present invention relates to a system for operating and managing a power distribution system. The system, which is applied to a power distribution system of supporting a power line by using a pair of steel cross-arms installed at left and right sides of a pole and a suspension insulator and a connector fixed to the pair of steel cross-arms, includes: an insulating cover for protecting the suspension insulator and the connector; an insulating cover support unit for slidably supporting the insulating cover; a switching unit for switching the insulating cover; and a control unit for controlling the switching unit. The suspension insulator and the connector are surrounded by the insulating cover made of rubber having an excellent insulation property to be protected from snow, rain and sunlight, so that the possibility of causing an electric leakage, an electric shock and a short circuit may be minimized. Since the insulating cover is opened by the switching unit so that the suspension insulator and the connector are exposed to the outside, a field worker may check the suspension insulator and the connector. Since a driving motor constituting the switching unit for switching the insulating cover is installed in a motor case, malfunction due to rain or snow and wind is prevented, so that the power distribution system may be effectively operated and managed.;COPYRIGHT KIPO 2016
