The present invention relates to weather forecast and the estimation of sea ice concentration, in which an Arctic sea ice concentration (SIC) and an Arctic sea ice extent can be exactly estimated before four months. According to the embodiments of the present invention, a system for estimating arctic sea ice concentration includes: an observed data storing unit, an absorbed solar radiation (ARS) data calculation unit, and a sea ice concentration (SIC) estimation modeling unit. The observed data storing unit stores the past SIC observation data, total-sky albedo observation data, and incident solar radiation observation data. The ARS data calculation unit calculates past ARS data based on the past total-sky albedo observation data, and the past incident solar radiation observation data. The SIC estimation modeling unit calculates SIC estimation data based on a rare model, which has parameters determined to fit the past ARS data and the past SIC observation data, and the ARS data.
