The present invention relates to a functional fabric using a high-strength polyester draw textured yarn and aramid and capable of moisture permeation and waterproofing. The present invention includes: a fabric outer layer formed of a high-strength polyester draw textured yarn having a tensile strength of at least 6 g/d and a crimp percentage of at least 20% and aramid having a tensile strength of at least 18 g/d; a hydrophobic layer formed of at least one among silicon-based and fluorine-based materials and formed on the fabric outer layer; a polyurethane-based moisture-permeating and waterproofing film layer; a waterproof adhesive attaching the moisture-permeating and waterproofing film layer to a lower portion of the fabric outer layer; a fabric inner layer provided below the moisture-permeating and waterproofing film layer and prepared as mesh-type nylon tricot; and an inner layer adhesive fixing the fabric inner layer to the moisture-permeating and waterproofing film layer. According to the present invention, incised wound resistance and wear resistance can be improved while waterproofing and moisture permeation are provided at the same time by the moisture-permeating and waterproofing film layer. Accordingly, the present invention can protect a wearer from an external impact, rain, and wind, can discharge internal heat or sweat in an efficient manner, and thus can be applied to various functional clothes.;COPYRIGHT KIPO 2016
