The present invention relates to an apparatus for decontaminating a waste ion-exchange resin or a waste activated carbon contaminated with a radioactive substance, and a method for decontaminating a waste ion-exchange resin or a waste activated carbon contaminated with a radioactive substance by using the apparatus. The apparatus includes: a dissolving tank; a filling tank; an electrodeposition tank; a scrapper; and first to sixth connection pipes. The method includes: a filling step; a first eluting step; an electrolysis step; a capturing step; a second eluting step; a third eluting step; and a collecting step. According to the present invention, the waste ion-exchange resin or the waste activated carbon contaminated with the radioactive substance is decontaminated to remove the radioactive substance without a concern about generation and decontamination of a secondary waste fluid, to be reused for eliminating a radioactive substance in a liquid radioactive waste or to be disposed as a general industrial waste, and costs for decontamination are reduced by precipitating the radioactive substance as a metal form to minimize a volume.
