The present invention relates to high elastic polyester composite yarn with ultraviolet protection properties using latent crimp yarn as a core and using polyester with the ultraviolet protection properties as a sheath, and a manufacturing method thereof, and more particularly, to high elastic polyester composite yarn with the ultraviolet protection properties using polytrimethylene terephthalate (PTT)/polyethylene terephthalate (PET) latent crimp yarn as a core and using polyester yarn with the ultraviolet protection properties as a sheath so as to provide an excellent elasticity, ultraviolet protection properties and drape properties, and price competitiveness; and a method for manufacturing a fabric using the same. The method comprises the following steps: manufacturing a polyester; extending the polyester; heat treating the extended fabric; air texturing the heat treated fabric; twisting the air textured fabric; and winding the twisted fabric.
