The present invention relates to a composite catalyst comprising an enzyme and a metal, a membrane-electrode assembly, an electrochemical cell, and a method for producing formic acid from carbon dioxide using the same, the method comprising: (a) preparing the electrochemical cell; (b) injecting carbon dioxide into the cathode chamber; (c) applying a voltage across the anode chamber and the cathode chamber to convert the carbon dioxide to formic acid, thereby converting the carbonic acid to formic acid. The composite catalyst according to the present invention can improve the mass transfer rate of carbon dioxide to the electrode surface by introducing metal and enzyme into the porous support and lower the activation energy when reducing carbon dioxide to formic acid, Can be improved.
