The present invention relates to a composite catalyst comprising an enzyme and a metal, a membrane-electrode assembly, an electrochemical cell, and a method for producing formic acid from carbon dioxide using the same, the method comprising: (a) preparing the electrochemical cell; (b) injecting carbon dioxide into the cathode chamber; (c) applying a voltage across the anode chamber and the cathode chamber to convert the carbon dioxide to formic acid, thereby converting the carbonic acid to formic acid. The composite catalyst according to the present invention can improve the mass transfer rate of carbon dioxide to the electrode surface by introducing metal and enzyme into the porous support and lower the activation energy when reducing carbon dioxide to formic acid, Can be improved. In addition, the membrane-electrode assembly including the complex catalyst can provide a durable membrane-electrode assembly capable of preventing loss of enzymes compared with existing membrane-electrode assemblies in which the enzyme is directly fixed on the membrane surface. Further, by using this, an electrochemical cell having an improved electrode reaction rate can be realized, thereby providing an efficient production method of formic acid from carbon dioxide.
