The present invention relates to a botulinum toxin-human epidermal cell growth factor fusion protein consisting of an amino acid sequence of SEQ ID NO: 2 and having improved skin cell proliferating and antioxidant effects; a gene for coding a botulinum toxin-human epidermal cell growth factor fusion protein consisting of a base sequence of SEQ ID NO: 1 which is colon bacillus optimized; a recombinant vector including the gene; a host cell transformed by the recombinant vector; a method for producing a botulinum toxin-human epidermal cell growth factor fusion protein by transforming a host cell by the recombinant vector; and a cosmetic composition for alleviating skin wrinkles and maintaining skin elasticity, wherein the cosmetic composition includes a botulinum toxin-human epidermal cell growth factor fusion protein as an active ingredient. The cosmetic composition according to the present invention has an effect in alleviating skin wrinkles and improving skin regeneration, thereby being useful in the field of functional cosmetics or the field of beautification.
