An outer sheath occupying 90% or more to 100% or less of the surface of the outer sheath below the load line is formed of the above-mentioned strip-shaped plate member. As a result, the machining of the plate member on the outer plate surface of the steel wire, while avoiding the deterioration of the propulsion performance of the steel wire or the light alloy wire, is significantly reduced, such as a curved surface machining operation or a press working operation.
