The present invention relates to a catalyst for water dissociation and a manufacturing method thereof and, more particularly, to a manufacturing method of a catalyst for water dissociation comprising: a step of manufacturing a solution which is formed of an oxide or a hydroxide having transition metals more than one species selected from a group formed of Mn, Fe, Co, Ni, and Cu, and silicon and includes a transition metal ion by putting an amorphous catalyst for water dissociation and the transition metal in a solvent; a step of manufacturing a solution including a silicate ion by putting a silicon compound in the solvent; and a step of adding the solution including the silicate ion to the solution including the transition metal ion, combining the transition ion and the silicate ion, and precipitating the transition ion and the silicate ion.
