A low-voltage pulsed electric arc method of producing nanoparticles in liquid media, including the installation of electrodes in a liquid medium, the formation and supply of pulsed voltage to the electrodes to generate a high-current discharge between the electrodes, the formation of plasma in the liquid, the formation of nanoparticles from the electrode material and their precipitation, which differs the fact that one electrode is installed on a mechanical vibrator with a frequency of (2-20) 10 Hz, the vibrating electrodes carry out forced closure and rupture of the electric circuit; bipolar pulses from the low-voltage generator 10-30 V are supplied to the electrodes, providing at the moment of breaking a high-current electric circuit (with a current density of more than 10 amperes / m) a high electric field strength (more than 10 V / m) and an electrical breakdown of all liquids known in nature. In this case, sticking of the electrodes when they are opened is eliminated by the following parameters of the pulses of the low-voltage generator: pulse duration - (20-250) 10 s, pulse repetition rate - (2-6) 10 Hz.
