A double hung sash window having a pair of sashes mounted for vertical sliding movement, one relative to the other, within the window frame. The locking system comprises a locking strip with lever (such as an espagnolette lock) on the lower beam of lower sash, to secure to bottom window pane, a vertical catch to seal and secure sashes together when closed, and a toggle lock to secure upper beam of top sash to upper window pane when not in use. The double hung sash window may be used in two configurations: the locking strip and lever may be used alone to control just the lower sash, alternatively the upper toggle and locking strip may be used together to control both sashes. The locking strip with lever is located on the lower pane to allow a less physically able person or wheelchair user to reach and operate the lower sash. An able individual may use both the lever and toggle lock to operate the sash in a conventional manner, i.e. slide and tilt the sashes independently.
