PROBLEM TO BE SOLVED: To shorten information delivery time.;SOLUTION: An information distribution place determination device determines a distribution place of distribution information from among a plurality of fixed terminals. A distribution place calculation unit calculates a distribution place of the distribution information. The distribution place calculation unit adopts at least one method of first to fourth designation methods to specify the distribution place. Only distribution destination is specified as the distribution place by the first designation method. A place present on a route between the distribution destination and a distribution source is specified as the distribution place by the second designation method. Cost is set for moving routes between a certain place and another place and the distribution place is specified on the basis of the total cost of moving routes between the distribution destination and the distribution source by the third designation method.
