PROBLEM TO BE SOLVED: To estimate overall QoE in web browsing when a user transitions between a plurality of pages for achieving the purpose of utilization.SOLUTION: Provided is a web browsing quality management device for managing user sensation quality when the user does web browsing on a web browsing reception terminal, the device comprising: storage means for storing an evaluation scenario in which a plurality of processes before the user achieves the utilization purpose of the web browsing are designated; acquisition means for acquiring, for the plurality of processes included in the evaluation scenario, a web page display wait time from when a processing request pertaining to the service of the web browsing is made at the web browsing reception terminal to when the result of process is displayed on the screen of the web browsing reception terminal; and estimation means for estimating user sensation quality with regard to the whole of the evaluation scenario on the basis of a per-process web page display wait time in the evaluation scenario.SELECTED DRAWING: Figure 2
