PROBLEM TO BE SOLVED: To more efficiently accommodate many virtual networks with respect to a physical network.SOLUTION: A physical route allocation device comprises a discrimination part and a first selection part. In response to an allocation request of a physical route on a physical network for a virtual network to be utilized for a service, on the basis of a traffic volume of the virtual network and an accommodation state of other virtual networks in the physical network, the discrimination part discriminates whether the physical route can be allocated to the virtual network. If it is discriminated that the physical route can be allocated, the first selection part solves a mathematical programming question and selects a physical route for the virtual network relating to the allocation request. If the traffic volume of the virtual network is equal to or less than a first predetermined value, the discrimination part discriminates whether the physical route can be allocated while imposing a limitation that may not be imposed in the case where the traffic volume does not exceed the first predetermined value.SELECTED DRAWING: Figure 2
