PROBLEM TO BE SOLVED: To provide a distributed energy system operation plan creation apparatus capable of creating an operation plan for enabling efficient energy transfer.SOLUTION: A distributed energy system operation plan creation apparatus comprises: demand location EMSs 101 to 103 individually installed on demand locations 1 to 3 having a plurality of distributed energy facilities, respectively; and an integration EMS 200 for integrating the demand location EMSs, at a higher rank. The distributed energy system operation plan creation apparatus, considering an energy cost managed by a cost management unit of the integration EMS 200 and on the basis of specification information managed by a specification management unit, creates an integrated operation plan including a whole operation plan and energy transfer plan for distributed energy facilities, the integrated operation plan being an operation combination of distributed energy facilities satisfying synthesized demand prediction value created by a demand prediction management unit; and extracts an output plan for each demand location EMS from the integrated operation plan to notify each demand location EMS of the output plan as an operation plan. The distributed energy system operation plan creation apparatus, when actual operation of a demand location EMS has deviated from the operation plan by a degree equal to or larger than a given degree, instructs to re-create the integrated operation plan.SELECTED DRAWING: Figure 1
