PROBLEM TO BE SOLVED: To create an optimum operation plan of a generator taking both of economical efficiency and proper inventory of fuel into account at a high speed.SOLUTION: A generator operation plan creation device relating to one embodiment of the invention comprises an operation plan creation section creating an operation plan of a generator on the basis of deviation costs indicating a deviation degree between a second consumption target value and consumption of articles consumed by operation of the generator and article costs in the consumption. The article costs indicate costs related to the articles. The second consumption target value is calculated by correcting a first consumption target value of the articles calculated on the basis of the article costs such that inventory constraints are satisfied in a period based on the inventory constraints of the articles.SELECTED DRAWING: Figure 1
