PROBLEM TO BE SOLVED: To provide a video reference point determination system, video reference point determination method, and video reference point determination program for facilitating the proper determination of a reference point of a FOE(Focus of Expansion).;SOLUTION: After digital image data is recorded in an on-vehicle unit on the basis of an image of a camera during the traveling of an object vehicle, the recorded data is read and analyzed by an office PC, so as to determine a position coordinate of a FOE. Processing object recording image data that satisfies a condition such as during traveling on an express way in recording image data is extracted, so as to perform predetermined image recognition processing with respect to extracted data. A first line on the left side of a vehicle that appears in a direction along a road on the road where the vehicle is traveling, a second line on the right side of the vehicle, and a third line corresponding to a horizon line are respectively detected, so as to determine position coordinates of a FOE on the basis of intersection points of the lines.
