PROBLEM TO BE SOLVED: To provide a skin topical agent composition which can easily dissolve or disperse, e.g., sphingosines such as ceramides and has good stability; and a skin topical agent containing the skin topical agent composition.;SOLUTION: A skin topical agent composition contains (A) a sucrose fatty acid ester being a liquid at room temperature, (B) one or more selected from a group consisting of sphingosines, sphingosine derivatives, phospholipids and sterols. A skin topical agent contains the skin topical agent composition. Preferably, fatty acid in the (A) sucrose fatty acid ester being a liquid at room temperature is a C8-30 fatty acid.
