PROBLEM TO BE SOLVED: To provide a method and a system for performing solution and management by using a non-connection access stratum layer protocol that makes a terminal search for an appropriate node in a network and perform communication when the terminal performs communication in the mobile communication network.SOLUTION: A method for performing communication between a terminal and a network by using a NAS protocol message and operation by the present invention includes the terminal and a mobile manager. When the terminal moves to an EUTRAN area from an area of an EUTRAN, another RAT or the like, the terminal solves the problem of searching for a network node by searching for an appropriate node by quick method in searching for a node to manage the mobility of the network and performing communication, and thereby the terminal can communicate with the network without delay.SELECTED DRAWING: Figure 2
