PROBLEM TO BE SOLVED: To allow traffic to be measured without thinning out even if the number of flows is huge.SOLUTION: The present invention includes, in order of use: a path derivation procedure (302) of acquiring, by a controller 82, operation setting tables determining output paths from a plurality of switches and generating a multiple-branch decision tree which determines paths in a communication network; a count procedure (S304) of determining, by the plurality of switches, a path in the communication network by using the multiple-branch decision tree and increasing a counter value on the determined path; and a determination procedure (S306) of creating, by the controller 82, a counter spreadsheet by obtaining a counter table and determining whether or not the counter value on each path in the communication network accords between switches.SELECTED DRAWING: Figure 4
