PROBLEM TO BE SOLVED: To provide a project QCD management system that estimates man hours, a construction period and a defect rate of software development by using a statistical model, and derives a project management index necessary for achieving target man hours, construction period and defect rate.SOLUTION: Less relevant input variable are removed from project management performance data 6, which is accumulated information for estimation of past man hours, a construction period and a defect rate of software development, by a variable construction machine 7. Then, a QCD estimate model 9 for estimating software development man-hours is created by a QCD estimate model construction machine 8 using a machine learning machine. The QCD estimate model optimized by performing test using a model test machine 10 is output to a QCD estimate device 2 as a QCD man hour estimate machine 11. The QCD estimate device 2 estimates the man hours, the construction period and the defect rate of software development. Also, a QCD simulation machine 12 shows an improvement width 17 of a project management index variable necessary for achieving a target value of the man hours, the construction period and the defect rate.SELECTED DRAWING: Figure 1
