PROBLEM TO BE SOLVED: To provide a heat panel installable on an existing traffic light and capable of efficiently preventing snow accretion with a simple structure.;SOLUTION: A pair of transparent plates 3a, 3b is arranged with a clearance between them, and connected to each other by a connection part 5. A clearance 11 is filled with oil 13. The oil 13 is silicon oil, for example. An electric wire 9 is laid in the clearance 11. The electric wire 9 is laid in a zigzag shape inside the clearance 11. A predetermined range (corresponding to the clearance 11) of the heat panel 1 can be evenly heated by distributing electricity to the electric wire 9 with power of 5 to 10 watts, for example. During heating, the oil 13 is heated by heat generated by the electric wire 9, and the entire surface of the heat panel 1 can be evenly heated in a short time due to effect associated with heat conduction of the oil 13 and effect associated with convection of the oil 13.
