PROBLEM TO BE SOLVED: To calculate an output performance of a virtual creation energy facility including operation efficiency at a partial load time and to reflect integral operation scheduling with the output performance.SOLUTION: An operation scheduling device comprises: demand site EMSs 101 and 102 individually installed on demand sites 1 and 2 including a plurality of distributed energy facilities; and an integral EMS 200 which integrates the demand site EMSs in a high order of hierarchies. The plurality of distributed energy facilities within the demand site EMS are regarded as one virtual creation energy facility. Based on specification information managed by a specification management part and an output performance of the virtual creation energy facility calculated by an output performance calculation part and including operation efficiency at a partial load time or an output performance of the virtual creation energy facility including a change of efficiency caused by a difference of an output ratio of power and heat, an integral operation schedule including an entire operation schedule and an energy transfer schedule of the distributed energy facilities to be an operation combination of the distributed energy facilities satisfying a synthetic demand prediction value created by a demand prediction management part is created.SELECTED DRAWING: Figure 1
