PROBLEM TO BE SOLVED: To provide a creation method of a cotton waste cotton heat insulation material.SOLUTION: There is provided a creation method of a cotton waste cotton heat insulation material comprising: a step for creating a material containing a cotton waste cotton; a step for transporting the material through a dispersion device; a step for dispersing the transported material through the dispersion device, between a first textile and a second textile on the transport device; a step for pressing the material disposed between the first textile and the second textile, for adhering the first textile and second textile, for forming a composite material, by two pressing devices; and a step for welding the composite material by a weld device for obtaining a cotton waste cotton heat insulation material. The method for creating the cotton waste cotton heat insulation material uses a dispersion device, as the result, the material is dispersed in a uniform state in the cotton waste cotton heat insulation material for maintaining a soft and light feather feeling for maintaining warm.SELECTED DRAWING: Figure 1
