PROBLEM TO BE SOLVED: To provide a capacity assessment method and a design method for a high-performance perforated steel plate dowel that can demonstrate required performance when exposed simultaneously to axial force, bending moment, and shear force.SOLUTION: An assessment method is for assessing capacity of a high-performance perforated steel plate dowel used for joining a member with concrete. The high-performance perforated steel plate dowel includes: a perforated steel plate comprising a steel plate protrusively provided on the member, is embedded in the concrete, and having one or a plurality of tiers of holes formed thereon; a penetrating reinforcement arranged to penetrate through the hole; a flange plate welded on a side of the perforated steel plate opposite a side fixed to the member; and a hoop reinforcement arranged around the perforated steel plate. Shear capacity V of the high-performance perforated steel plate dowel to withstand axial force is assessed (step S3) based on shear capacity Vpsud of the high-performance perforated steel plate dowel when assumed as not having the flange plate, and bearing yield strength Vfu of the flange plate (steps S1, S2).SELECTED DRAWING: Figure 2
