PROBLEM TO BE SOLVED: To provide an ion exchange membrane for an ionic liquid, low in membrane resistance and capable of being used with an ionic liquid.SOLUTION: An ion exchange membrane serving as a base material is subjected to boiling treatment in a solution having an ionic liquid anion concentration of 0.1 M or more to substitute a counter ion in the ion exchange membrane, and, after being heated in vacuum to remove moisture, an ionic liquid is impregnated into the ion exchange membrane by impregnation treatment in vacuum at a temperature of higher than 100°C to 160°C while the viscosity of the ionic liquid is reduced by an organic solvent (for example, ethanol) that does not damage the ion exchange membrane, if required.SELECTED DRAWING: Figure 6
