PROBLEM TO BE SOLVED: To make it possible to use a storage battery included in a communication facility.SOLUTION: A power demand management device 1 for managing power demand of a communication base station 4 connected to a power system PL includes: a base station detection unit F12 that detects a predetermined communication base station 4 having traffic whose value is equal to or lower than a predetermined value, from the plurality of communication base stations 4; a discharge amount calculation unit F13 that detects a discharge target storage battery 43 from the storage batteries 43 included in the predetermined communication base station and calculates an amount of electricity to be discharged from the detected discharge target storage battery; and a discharge instruction unit F14 that instructs the discharge target storage battery 43 to discharge electricity having the calculated discharge amount.SELECTED DRAWING: Figure 1
