PROBLEM TO BE SOLVED: To provide a surface-treated starch or surface-treated cellulose having various favorable characteristics for cosmetics such as moistness, spreadability, etc.SOLUTION: The provided method for manufacturing a surface-treated starch or surface-treated cellulose comprises a first step of primarily treating a starch and/or cellulose powder with an anhydrous dibasic acid derived from a dibasic acid possessing two carboxyl groups so as to convert the powder surface into a -COO alkali metal salt and, as a secondary treatment, a second step of reacting, with the primarily treated powder via a polyvalent metal, a water-soluble polyvalent metal salt possessing metal ions having valences of 2-4 and an alkali metal compound(s) of one, two, or more types selected from among fatty acids having 6 to 22 carbon atoms, amino acids, amino acids with which fatty acids having 6 to 22 carbon atoms are coupled, water-soluble acidic polysaccharides, water-soluble acidic synthetic polymers, and water-soluble acidic ultraviolet absorbers.
