An efficient splitting technique for bearers in packet data convergence protocol (PDCP) for uplink (UL) data transfer in a wireless network where dual connectivity is available is disclosed. The user equipment (UE) can transmit a buffer status report (BSR) to the master evolved Node B (MeNB) and the secondary evolved Node B. The BSR is formatted to include the amount of data in the RLC Radio Link Control (RLC) buffer at the UE and the amount of data in the Packet Data Convergence Protocol (PDCP) buffer at the UE in different fields. The BSR may also include a redundancy index (RI) value that specifies a level of overlap between the amount of data in the PDCP buffer included in the plurality of BSRs. The MeNB and SeNB cooperate so that a certain amount of uplink (UL) resources are allocated to the UE via the X2 interface.
