Disclosed herein is a technique for efficiently partitioning a bearer in a packet data convergence protocol (PDCP) layer for uplink (UL) data transmission in a wireless network in which a dual access is available. The user equipment (UE) may transmit a buffer status report (BSR) to the master evolved node B (MeNB) and the secondary evolved node B (SeNB). The BSR can be formatted such that the amount of data in the RLC (radio link control) buffer at the UE and the amount of data in the PDCP buffer at the UE are included in different fields. In addition, the BSR may include a redundancy indicator (RI) value that specifies the redundancy level between the quantities of PDCP buffers included in the BSR. The MeNB and SeNB may then adjust the amount of uplink (UL) resources to allocate to the UE via the X2 interface.
