PROBLEM TO BE SOLVED: To conduct a telephone number survey on whether a telephone number is used or not, or moved, or the like without ringing the bell of an opposite telephone terminal nor charging, and also to accurately perform telephone number history information collection and carrier determination by MNP.;SOLUTION: A telephone number survey device 10 connected with a telephone exchange line network or an exchange in a communication common carrier via a leased line comprises: a message exchange control unit 12 that performs call setting to a survey object number according to an inter-exchange communication protocol, cuts off before the occurrence of callout after receiving the acceptance of call setting, and prohibits the generation of a callout message and a response message; and a determination unit 13 that determines whether the survey object number is actually used or not according to a response signal obtained from the telephone exchange line network or the exchange in the communication common carrier by call setting.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2017,JPO&INPIT
