PROBLEM TO BE SOLVED: To provide a steam flow rate measuring system and method that can accurately measure a flow rate without processing piping even if steam is high in wetness.SOLUTION: A steam flow rate measuring system 1 comprises: a measuring heater 12 constituting part of a flow meter attached to piping P into which steam is led; a preheater 11 attached to an outer peripheral surface of the piping P upstream of the measuring heater 12; a temperature measuring unit 13 attached to an outer peripheral surface of the piping P between the preheater 11 and the measuring heater 12; and a preheater control device 17 that refers to the temperature measured by the temperature measuring unit 13, and controls the preheater 11 so that the entire moisture of the steam evaporates.SELECTED DRAWING: Figure 1
