PROBLEM TO BE SOLVED: To provide a step-out prediction device and a step-out prediction method capable of predicting occurrence of step-out in a power system, even if the rated frequency in the power system is deviated from the original frequency, without being affected thereby.SOLUTION: A step-out prediction device acquires three differential voltage instantaneous value data corresponding, respectively, to the difference between two points adjacent in time series, acquires three differential current instantaneous value data corresponding, respectively, to the difference between two points adjacent in time series, calculates a first gauge value on the basis of the three differential current instantaneous value data, calculates a second gauge value indicating an effective power corresponding to the three differential voltage instantaneous value data and three differential current instantaneous value data, on the basis of the three differential voltage instantaneous value data and three differential current instantaneous value data, and calculates a system state value indicating the magnitude of phase difference between two different points of the power system, on the basis of the first gauge value and second gauge value.
