PROBLEM TO BE SOLVED: To facilitate a highly accurate measurement of an electricity amount.SOLUTION: The value deducting an addition average value with a second multiplied value by a second differential voltage instantaneous value located at an advance side and a second differential unit vector located at a delay side and a third multiplied value by a third differential voltage instantaneous value located at the delay side and a third differential unit vector value located at the advance side from a first multiplied value by a first differential voltage instantaneous value at an intermediate time and a first differential unit vector located at the intermediate time among the first to third differential voltage instantaneous values and three differential unit vectors is defined as a gauge difference effective synchronous phasor, and the value deducting the addition average value with a sixth multiplied value by the first differential voltage instantaneous value and a third differential unit vector and a seventh multiplied value by the third differential voltage instantaneous value and the first differential unit vector from the addition average value with the fourth multiplied value by the first differential voltage instantaneous value and the second differential unit vector and the fifth multiplied value by the second differential voltage instantaneous value and the first differential unit vector is defined as a gauge differential non-effective synchronous phasor.
